I think the idea of a character to interact with is good. However, you are dealing with fishermen and not pirates! The cartoon style can work well, but try to base your design on a fisherman. Since you have local videos, how about basing your character design on pictures of local fishermen, perhaps going back 100 years? They would almost certainly be wearing a gansey, hat, and probably waders. They might have a beard also. Do a little bit of research. People at Scarborough Maritime Heritage may be able to help you.
